Southeastern Chester County Refuse Authority (SECCRA) appeals the order of the Court of Common Pleas of Chester County (trial court), which affirmed the order of the Board of Supervisors (Board) of London Grove Township (Township), denying SECCRA's application for approval of the expansion of its sanitary landfill as a conditional use.
