This appeal arises from a juvenile dependency case about T. T is three years old and has been a ward of the juvenile court for almost his entire life. The juvenile court took jurisdiction over T because, shortly after his birth, each of T's parents admitted that his welfare was endangered within the meaning of ORS 419B.100(1)(c)
