This is an appeal of a judgment dismissing a minor's claim subject to the Oregon Tort Claims Act (OTCA) following the trial court's summary judgment ruling that plaintiff's claim was time barred. The court determined that the minority tolling provision of ORS 12.160(1) (2007) did not apply to claims under the OTCA.
