Petitioner killed his parents in 1998 when he was 17 years old. Based on a guilty plea, he was convicted of two counts of murder and sentenced to consecutive life sentences with mandatory minimum prison terms of 25 years. In 2011, he filed a successive petition for post-conviction relief under ORS 138.510 and ORS 138.550,
