Mother appeals a juvenile court judgment asserting jurisdiction over her daughter, E, pursuant to ORS 419B.100(1)(c). On appeal, mother contends that the court erred in asserting jurisdiction based on its determination that mother's substance abuse interferes with her ability to safely parent E.
