DUNCAN, J.

This is a juvenile dependency case in which mother and child (collectively, appellants) separately appeal a permanency judgment that denied their motions to dismiss jurisdiction over child and continued the plan of "return to parent." The juvenile court determined that mother (who lives in Oregon) had not made sufficient progress to enable child to safely return to her care, but father (who now lives in Mexico) had made the necessary progress.
