In this workers' compensation case, SAIF and employer seek judicial review of a Workers' Compensation Board (board) order on reconsideration awarding claimant permanent partial disability benefits (PPD).1 ORS 656.214. SAIF argues that the board erred by relying on a medical arbiter's findings when the Department of Consumer and Business Services Workers' Compensation Division Appellate Review Unit (ARU)
