In 1995, Douglas County approved the establishment of an "owner of record" dwelling on the property of petitioners Philip and Cynthia Bowes (the Boweses). Over the next 15 years, the Boweses requested, and the county granted, 14 extensions of the original approval. In 2010, respondents, several neighboring property owners (the neighbors), appealed five of the county's extension decisions—viz., the 1997, 1998, 1999, 2000, and 2002 decisions...
