Petitioner seeks judicial review of a final opinion and order of the Land Use Board of Appeals (LUBA), in which LUBA rejected petitioner's facial challenge to the validity of Deschutes County Ordinance 2010-024 that provides for the remapping of lands that are eligible for the siting of destination resorts.
