Petitioner, SAIF, seeks judicial review of an order of the Workers' Compensation Board, Hearings Division, in which an administrative law judge (ALJ) awarded respondent Cross River Transport attorney fees under ORS 656.740(6)(b) (2007).1 SAIF makes two arguments.
