OPINION

{¶1} Appellants, the administrators of the Estates of Daylan Ray, Kirklan Behner, Andrique Bennett, Ramone White, and Brandon Murray, appeal the trial court's summary judgment decision in favor of appellee, Trumbull County Board of Commissioners. We affirm.
