MOTION AND PROCEDURAL RULING

On review of order certifying a conflict. The court determines that a conflict exists. Sua sponte, cause held for the decision in 2018-1144, State v. Harper, and briefing schedule stayed. Sua sponte, cause consolidated with 2019-0927, State v. Myers, and briefing in case Nos. 2019-0857 and 2019-0927 shall be consolidated.

French and Fischer, JJ., would not hold the cause.
