{¶1} In May 2003, defendant-appellee Giovanni Manocchio pleaded guilty to driving while under the influence. It appears that this was his fourth DUI offense, so he pleaded guilty to a third degree felony violation of R.C. 4511.19. The court sentenced him to one year in prison, ordered him to pay a fine of $1,000, and further ordered a "lifetime driver's license suspension." In February 2012...
