OPINION

DONOVAN, J.

{¶ 1} This matter is before the Court on the pro se Notice of Appeal of John W. Simes. On February 16, 2011, Simes was cited for speeding, in violation of R.C. 4511.21. His citation alleges that he was "paced using Genesis II Radar for 3 blocks," and that his rate of speed was 40 miles an hour in a 30 mile an hour zone. Simes was summoned to appear in court on February 28, 2011.
