{¶ 1} Relator, Thomas McCray, an inmate currently incarcerated at Southern Ohio Correctional Facility, commenced this original action in mandamus seeking an order compelling respondent, Ohio Department of Commerce, Division of State Fire Marshal, to respond to his public records request.
