{¶1} On September 28, 2010, plaintiff, Paul Robinson, an inmate incarcerated at defendant, Trumbull Correctional Institution (TCI), returned to his cell and realized that most of his property had been stolen. In addition, plaintiff alleged that while he was reporting the theft to a corrections officer (CO), plaintiff's cell mate, inmate Barnes, came from behind and attacked him, breaking his thumb and inflicting...
