{¶ 1} Defendant-appellant Justin Fredo appeals the decision of the Columbiana County Common Pleas Court denying his motion to suppress. Fredo argues that the trooper did not have probable cause to stop him. This position is based upon Fredo's belief that displaying a permanent license plate in the rear window of his vehicle complied with R.C. 4503.21.
