{¶ 1} Appellant, the director of the Ohio Department of Job and Family Services ("ODJFS"), appeals the judgment of the Franklin County Court of Common Pleas, which reversed the decision of the Unemployment Compensation Review Commission ("UCRC") finding that Maurice L.
