DECISION

SADLER, J.

{¶ 1} Appellant, Thomas E. Davis, widower of Deborah A. Davis ("decedent"), appeals from a judgment of the Franklin County Court of Common Pleas granting summary judgment in favor of appellees, Bureau of Workers' Compensation ("BWC") and Ohio Education Association ("OEA"), regarding appellant's right to participate in Ohio's Workers' Compensation Fund. For the following reasons, we affirm.
