MEMORANDUM DECISION

{¶ 1} Plaintiff, Dieter Bamberger, states he was traveling "west bound on Rt. 2" when he drove through a construction zone and hit a sign that "was blown over by the wind." Plaintiff asserts the construction zone "was only one lane and I had no way to swerve or avoid the hazard."
