{¶1} Plaintiff, Rebecca Hess, filed this action against defendant, Department of Transportation (ODOT), contending her 2010 Volkswagon Jetta was damaged as a proximate result of negligence on the part of ODOT in maintaining a hazardous condition on the ramp from Interstate 76 west to Interstate 77 south.
