MEMORANDUM DECISION

{¶1} Plaintiff, Dion Branham, filed this action against defendant, Ohio Department of Transportation (ODOT), contending that his vehicle was damaged as a proximate result of negligence on the part of ODOT in maintaining a hazardous condition on Montgomery Road.
