{¶1} Plaintiff, Adam Zinnecker, filed this action against defendant, Ohio Department of Transportation (ODOT), contending that his vehicle was damaged as a proximate result of negligence on the part of ODOT in maintaining a hazardous condition near 7604 Montgomery Road in Cincinnati, Ohio.
