{1} Appellant Glenda Jean Roepke was notified in 2003 that a sanitary sewer line was accessible to her property and that she was required to abandon her septic system and connect to the sewer line. From 2003 to the present, Appellant has failed to connect to the sanitary sewer line. On June 25, 2010 Appellant pleaded guilty to violating Ohio Health Code due to this failure.
