INTRODUCTION

{¶1} Xzavier Penwell allegedly lured Abudlmahdi Al-Garawi to a dead-end street where he shot and killed him. He then drove Mr. Al-Garawi's van across town and set it on fire. The Grand Jury indicted Mr. Penwell for aggravated murder, murder, aggravated robbery, tampering with evidence, and having a weapon while under disability.
