{¶1} Appellant, Harvest Rose Limited Partnership ("Harvest Rose"), appeals the judgment of the Portage County Court of Common Pleas reversing a decision of the Ravenna City Planning and Zoning Commission ("Commission")1 which granted Harvest Rose a conditional zoning certificate. For the following reasons, we affirm in part, reverse in part, and remand this matter for proceedings...
