{¶1} On April 7, 2011, plaintiff, Edward A. Thomas, filed a complaint against defendant, Department of Transportation. Plaintiff asserts while traveling on State Route 82 on March 14, 2011 at approximately 6:30 a.m. in his 2011 Chevrolet Cruze, he struck a series of potholes which caused tire and rim and related damages to his vehicle.
