{¶1} Plaintiff-Appellant, Kevin Carrigan ("Carrigan" or "Claimant"), appeals the judgment of the Court of Common Pleas of Seneca County denying reimbursement for a portion of the costs he incurred during the litigation of his claim for workers' compensation benefits.
