{¶ 1} On July 23, 2010, plaintiff, Marquis C. Leach, an inmate formerly incarcerated at defendant, Toledo Correctional Institution (ToCI), filed this complaint alleging that defendant's employees took possession of a $500.00 money order made out to plaintiff and they willfully and intentional converted the money to their personal use rather than post the sum to plaintiff's inmate account.
