{¶1} Plaintiff, Penny Ann Nelson, stated she received a citation issued by a local law enforcement officer on May 23, 2010, for failing to stop at a stop sign in Gahanna, Ohio. Plaintiff further stated she was unable to show proof of insurance because "I kept my cards at home."
