{¶1} Plaintiff-appellant, Frank Burge, appeals from the judgment of the Franklin County Court of Common Pleas dismissing his declaratory judgment action filed against defendants-appellees, the Ohio Attorney General, Revenue Recovery/Collections Enforcement ("OAG"), the Ohio Department of Health ("ODH"), and the Ohio Public Employees Retirement System ("OPERS"). For the reasons that follow, we affirm.
