MEMORANDUM DECISION

{¶ 1} Plaintiff, Devin Jessop, filed this action against defendant, Department of Transportation (ODOT), contending his 2000 Oldsmobile Alero was damaged as a proximate result of negligence on the part of ODOT in maintaining a hazardous condition on State Route 95 (SR 95).
