{¶ 1} Plaintiff, Robert Rohde, asserted that on August 11, 2010, he sustained substantial damage to his vehicle when he "encountered about 2 feet of flowing water from the center median" in a roadway construction area on Interstate 77 northbound, "just past the Brecksville Route 82 exit."
