INTRODUCTION

{¶1} Christopher Phillips saw Gregory Gordon buy beer at a gas station, even though Mr. Gordon appeared to already be intoxicated. When Mr. Gordon got into the driver's seat of a car, Mr. Phillips called the sheriff's office. He followed Mr. Gordon to his house and waited until deputies arrived. The Grand Jury indicted Mr. Gordon for driving under a specified lifetime suspension...
