{¶ 1} Plaintiff, Richard King, an inmate formerly incarcerated at defendant, Noble Correctional Institution (NCI), filed this action alleging several items of his personal property were lost or stolen on July 11, 2010 as a proximate result of negligence on the part of NCI staff.
