{¶ 1} On September 10, 2010, plaintiff, DaWanna M. Allen, was stopped and detained by a Columbus, Ohio police officer. The officer listed the reason for stopping plaintiff and her vehicle as "random noncompliance" pursuant to section 2141.11(A) of the Columbus City Traffic Code (copy of citation submitted).
