FINDINGS OF FACT

{¶ 1} Plaintiff, Alan Francis, an inmate incarcerated at defendant, Mansfield Correctional Institution (ManCI), alleged his locker box was stolen from his cell housing unit on September 2, 2009, at a time when he and his cellmate were away from the unit.
