{¶ 1} Appellant Jeffrey Posner appeals the decision of the trial court in Cuyahoga County Common Pleas Court Case No. CV-724353, affirming an administrative decision of the Cleveland Municipal Court's Parking Violations Bureau, Photo Safety Division ("PVB").
