FINDINGS OF FACT

{¶ 1} Plaintiff, Daniel J. Rachel, an inmate formerly incarcerated at defendant's Trumbull Correctional Institution (TCI), filed this action alleging his personal property was stolen from his locked locker box inside his locked cell as a proximate cause of negligence on the part of TCI staff.
