{¶ 1} Defendant-appellant, Thomas H. Starks, appeals pro se his conviction in the Franklin Municipal Court for one count of speeding in violation of R.C. 4511.21(D)(1), a minor misdemeanor. For the reasons set forth below, we reverse the decision of the trial court and discharge Starks.
