{¶ 1} Plaintiff-appellant, Allen James Semenchuk ("appellant"), appeals from a judgment of the Franklin County Court of Common Pleas dismissing appellant's complaint for declaratory judgment against defendant-appellee, Ohio Adult Parole Authority ("appellee"), for failure to comply with R.C. 2969.25(C).
