{¶ 1} The Gallia County Veterans Service commission ("the commission") appeals the judgment of the Gallia County Court of Common Pleas. The trial court remanded this matter to the State Personnel Board of Review ("the board") for the board to hold an evidentiary hearing to determine whether equitable tolling should apply to Charles Lewis Shelton's case.
