DECISION AND JUDGMENT

SINGER, J.

{¶ 1} This is an appeal from the Ottawa County Municipal Court wherein appellant, Loretta Riddle, was found guilty of speeding in violation of R.C. 4511.21(D)(1). For the reasons that follow, we reverse.
