{¶ 1} While on patrol, a police officer ran a license-plate number through his in-cruiser computer and discovered that although the registered owner was a licensed driver, a field-interview card ("FIC") noted that the owner, on occasion, had allowed a particular person to drive the vehicle who did not have a valid driver's license. The physical description in the computer of the owner and the unlicensed person both matched the officer...
