MEMORANDUM DECISION

{¶ 1} Plaintiff, Walter R. Suhy, filed this action against defendant, Department of Transportation (ODOT), contending his Buick Lucerne was damaged as a proximate cause of negligence on the part of ODOT in maintaining a hazardous condition on State Route 193 in Mahoning County. Specifically, plaintiff asserted the left rim on his car was damaged when the vehicle struck a pothole on the exit ramp for Martin Luther King Blvd....
