McManamon, appeals from a judgment of the Franklin County Court of Common Pleas granting the application of appellee, Mary Jo Hudson, Superintendent of Insurance, Ohio Department of Insurance, in her capacity as Liquidator of P.I.E. Mutual Insurance Company ("PIE"), for an order terminating liquidation proceedings. Appellant assigns a single error:
