BRYANT, Judge.

{¶ 1} Plaintiff-appellant, the state of Ohio, through its attorney general, appeals from a judgment of the Franklin County Court of Common Pleas concluding, in four specific instances, that defendants-appellees did not violate provisions of Ohio's environmental laws and regulations, defendants were exempt from the relevant law, or defendants' violations were limited to the day of testing.
