{¶1} On February 9, 2001, appellant, Charles Clager, Jr., was convicted in Texas of possessing child pornography. Appellant moved to Ohio in 2003.
{¶2} On November 26, 2007, the Ohio Attorney General sent appellant a notice of new classification pursuant to the Adam Walsh Child Protection and Safety Act of 2006. Appellant was classified as a Tier II sex offender and was required to register...
