INTRODUCTION

{¶1} Wallace Barnes failed to stop at two stop signs. Officer Mike Gidich and his partner observed Mr. Barnes's traffic violations and stopped him. Upon approaching the passenger side of Mr. Barnes's van, Officer Gidich observed Mr. Barnes making a crumbling motion with his hand between his legs.
