FINDINGS OF FACT

{¶ 1} 1) Plaintiff, Thomas Nolde, an inmate incarcerated at defendant, Lebanon Correctional Institution (LeCI), alleged a radio, fan, and clock were stolen from his cell housing unit on June 30, 2009, at a time when he and his cellmate, David Brady, were away from the cellblock.
